Inequities in taxes, spending per pupil detailed in school finance trial ...

The plaintiffs in the Texas school finance case on Wednesday presented testimony to support their argument that property tax rates and spending per pupil differ significantly from school district to school district despite previous court orders calling for equal treatment of districts in the state?s funding system. Four witnesses from Kaufman, Hillsboro, Bryan and Belton told state District Judge John Dietz that their property tax rates are higher than in neighboring districts that are spending several hundred dollars more per student under the flawed finance system.

?I believe it is discriminatory. It is unfair to Kaufman residents,? said Joseph Langston, a member of the Kaufman school board. While he acknowledged he is pleased with the education his daughter received in the district, he added, ?If we had more money, we could provide a better education. We?re doing the best that we can, but we?re falling short of what we could do.? He said his daughter struggled when she started college, a typical experience for students whose schools are underfunded. He also pointed out that the Kaufman school district has a student population that is 65 percent economically disadvantaged.

The Kaufman school district, just south of Dallas, has a tax rate of $1.17 per $100 valuation and spends $5,814 per student, according to Langston. Nearby Sunnyvale, by contrast has a tax rate of $1.02 and spends $6,651 per student, a difference of $837 a year. Such disparities exist in North Texas and across the state, according to the Equity Center, which represents hundreds of low and medium-wealth districts. More than 600 districts are suing the state over its finance system, contending it provides insufficient funding and is unfair to many districts. The trial is in its second week.

Georges St-Pierre agrees with ?boring? criticism

Heading into his UFC 154 bout with Carlos Condit, UFC welterweight champion Georges St-Pierre is riding a nine-fight win streak. Dating back to UFC 69, when he lost the belt to Matt Serra, GSP has not lost. However, his last win by a stoppage was in January of 2009, when he TKOed B.J. Penn. Since then, he won five-round decisions over Thiago Alves, Dan Hardy, Josh Koscheck and Jake Shields.

The run of decisions has brought about criticism from fans who call the longtime champ "boring." As he has rehabbed from a knee injury over the past year, GSP has heard the criticism, and guess what? He agrees.

"I agree with the criticism," St-Pierre told The New York Post. "I want to do better. I want to give more entertainment to the fans."

New vitamin-based treatment that could reduce muscle degeneration in muscular dystrophy

Boosting the activity of a vitamin-sensitive cell adhesion pathway has the potential to counteract the muscle degeneration and reduced mobility caused by muscular dystrophies, according to a research team led by scientists at the University of Maine.

The discovery, published 23 October in the open access journal PLOS Biology, is particularly important for congenital muscular dystrophies, which are progressive, debilitating and often lethal diseases that currently remain without cure. The researchers found that they could improve muscle structure and function in a zebrafish version of muscular dystrophy by supplying a common cellular chemical (or its precursor, vitamin B3) to activate a cell adhesion pathway.

Muscle cells are in themselves relatively delicate, but derive important additional mechanical strength from adhesion protein complexes; these anchor the muscle cells to an external framework known as the basement membrane, thereby helping to buffer the cells against the extreme forces that they experience during muscle contractions. Mutations in the genes that encode these adhesion proteins can weaken these attachments, making muscle cells more susceptible to damage and death.

The resulting muscle degeneration can eventually lead to progressive muscle-wasting diseases, such as muscular dystrophies. A major component of the basement membrane, a protein called laminin, binds to multiple different receptors on the muscle cell surface and forms a dense, organized network.

The study was led by UMaine Associate Professor of Biological Sciences, Clarissa Henry, whose laboratory focuses on understanding how cell adhesion complexes contribute to muscle development. The researchers discovered that a pathway involving a common cellular chemical called nicotinamide adenine dinucleotide (NAD+) plays a role in the formation of organized basement membranes in muscle tissue, during development of the fish embryo. As disordered basement membranes are seen in many different types of muscular dystrophies, the researchers wondered whether activating this pathway might reduce the severity of some muscular dystrophies.

In the current study, the researchers show that NAD+ improves the organization of laminin in a zebrafish version of muscular dystrophy. Zebrafish lacking either of the two main receptors for laminin have a disorganized basement membrane, causing muscle degeneration and difficulties with movement. However adding extra NAD+, or even a vitamin packet containing vitamin B3 (niacin, a precursor to NAD+), significantly reduced these symptoms.

The research team found that the main protective effects of NAD+ come from enhancing the organization of the laminin structure in the basement membrane, which helps to increase the resilience of diseased muscle fibers.

Because the same cell adhesion complexes are found in humans, the research team is optimistic that these findings may one day positively impact patients with muscular dystrophies. "Although there is a long way to go, I'm hopeful that our data could eventually lead to new adjuvant therapies," says University of Maine Ph.D. student Michelle Goody, who led the research team with Prof. Henry.

Prof. Henry summarizes; "One of my favorite aspects of this study is that it is a poster child for how asking basic biological questions can lead to exciting discoveries that may have future therapeutic potential."

Qatari visit hands Hamas major victory

GAZA CITY, Gaza Strip (AP) ? When the ruler of Qatar arrives in the Gaza Strip on Tuesday, he will hand the Palestinian territory's Hamas rulers their biggest diplomatic victory since taking power five years ago.

The first head of state to visit Hamas-controlled Gaza, the emir will deliver more than $250 million in aid, a move that will deepen the Islamic militant group's control of Gaza and which reflects the rising influence of the Muslim Brotherhood across the region.

The Brotherhood now governs Egypt, and Islamic parties have made gains elsewhere in the region since last year's popular revolts that became known as the Arab Spring. Qatar has been a key ally of the movement, which includes the Palestinian offshoot Hamas.

The visit by Sheik Hamad bin Khalifa Al Thani comes over the deep reservations of the Palestinian president, Mahmoud Abbas. Hamas ousted Abbas' forces in Gaza during its June 2007 takeover of the territory, leaving the president in control only of the West Bank.

In a phone conversation on the eve of the visit, Abbas welcomed the emir's intentions to help the people of Gaza, under an Israeli-led blockade since the Hamas takeover, but reminded the Qatari leader that he remains the internationally recognized leader of the Palestinians.

"He stressed the necessity to preserve the legitimate representation of the Palestinian people ... and he asked him to urge Hamas in Gaza to go for reconciliation and to end this split," said Abbas' spokesman, Nabil Abu Rdeneh.

Another Abbas aide, Nimr Hamad, used even stronger language. "Such visits give Hamas the impression that the visitors recognize their rule and that would reinforce the split and not help the reconciliation," he said.

On Monday, however, it was clear that the trip was proceeding.

A late night statement from the office of Egypt's President Mohammed Morsi said his country welcomed the emir's visit to Gaza, which it said were part of Egypt's effort "to break the siege on the people" of the territory.

A convoy of some 30 brand new SUVs and minivans, along with several dozen Qatari security men, crossed through the Egyptian border in preparation for the visit.

Streets were decorated with white and maroon Qatari flags and signs thanking the Gulf nation for its support. Hamas' Interior Ministry, which oversees security, said it had a "well prepared plan" to protect the emir, deploying thousands of security men and blocking roads to Gaza City's main soccer stadium, where the Qatari leader was expected to address a packed audience.

"No doubt the visit is very important. I hope, as many others do, that he will work again to achieve the national reconciliation," said Ihad Awad, a 29-year-old civil servant.

Qatar has played a key role in the reconciliation process. Earlier this year, the emir brought together Abbas and Hamas' supreme leader in exile, Khaled Mashaal, to make a deal. Under the arrangement, Abbas was to lead an interim unity government to pave the way for new elections in the Palestinian territories.

That deal, like previous reconciliation attempts, quickly foundered, in large part because of opposition by Gaza's Hamas leaders.

In a statement, Hamas said the emir's arrival had deep significance. "It is the first visit by an Arab leader at this level to Gaza," it said. "This breaks the political isolation of the government and opens the door to break the siege."

When he crosses through the Rafah crossing along Gaza's southern border with Egypt, Sheik Hamad will discover a territory hit hard by war and international isolation. Hamas, whose violent ideology calls for the destruction of Israel, is considered a terrorist group by Israel and the West.

Following the takeover, Israel and Egypt imposed a blockade on Gaza, a crowded seaside strip of land sandwiched between the two countries. The following year, Israel launched a fierce three-week military offensive in response to repeated rocket fire out of Gaza.

The Israeli actions have hit Gaza's economy hard, and much of the damage from the fighting has never been repaired. Still, Hamas remains firmly in control, and momentum seems to be swinging in the group's favor.

Two years ago, Israel was forced to ease the closure under heavy international criticism after a naval raid killed nine activists trying to break the blockade and sail to Gaza. Then, the Arab Spring swept longtime Egyptian President Hosni Mubarak from power. The election of Mohammed Morsi, a fellow Islamist, in Egyptian presidential elections has raised expectations in Gaza of a new era of warmer relations.

While many Egyptians criticized Mubarak for cooperating with the Israeli blockade, rising militant activity in Egypt's Sinai peninsula have tempered calls for openness with Gaza. Al-Qaida-inspired groups in Sinai are believed to have ties with militants in neighboring Gaza.

Morsi's critics have used his closeness to Hamas to feed fears that Sinai will be controlled by Islamic militants. Morsi's government has backed away from proposals over the summer to establish a free trade zone with Gaza.

Military analyst Hossam Sweilam, a former Egyptian general, said the growing ties between Hamas and Egypt, with Qatar's backing, has "very dangerous ramifications."

Reflecting a fear commonly voiced in Egypt, he predicted Hamas would try to exploit the alliance to move militants into Sinai, potentially drawing Israeli retaliation. Israel captured the Sinai in the 1967 Mideast war, returning it 12 years later in a historic peace deal with Egypt.

"This support will deepen the rift between the Palestinians in West Bank and Gaza Strip and will give a green light to Hamas to move its militant arm to Sinai to use it as its base to launch attacks against Israel and which will give Israel the pretext to invade and occupy Sinai once again," Sweilam said.

The Qataris have said the visit is purely humanitarian. The emir is expected to launch $254 million worth of construction projects, including three roads, a hospital and a new town that will bring thousands of jobs to the impoverished territory.

The economic boost is sure to help Hamas' standing, especially at a time when the rival government in the West Bank struggles to stay afloat because of international donors' failure to deliver promised funding.

The visit reflects the flexible foreign policy that Qatar has taken in recent years.

The oil-rich Gulf state expanded its regional influence during the Arab Spring uprisings that toppled dictators in Libya, Tunisia and Egypt last year, lending support to protesters linked to the region-wide Muslim Brotherhood. Hamas is an offshoot of the Brotherhood, but has adopted a more militant ideology as part of its conflict with Israel.

At the same time, Qatar keeps close ties with Washington, hosting a major U.S. air base and thousands of American troops. The country is leading Arab calls to aid Syrian forces trying to topple Bashar Assad. Yet it also has close ties with Syria's key ally, Iran.

In 1996, Qatar made a groundbreaking move to allow Israel to open a trade office in the capital Doha. The office was closed in January 2009 after Israel's incursion into Gaza, and Qatar then began to boost aid to Hamas.

Qatar already wielded considerable indirect influence through broadcaster Al-Jazeera, whose launch in 1996 was bankrolled by the Qatari government. It also won the right to host the 2022 World Cup, defeating far bigger bidders including the United States and Japan.

Qatar's economic reach goes well beyond its oil and gas riches. Its government-backed sovereign funds hold a variety of trophy assets including stakes in London's Heathrow, Stansted and other British airports; the Italian fashion house Valentino; Britain's venerable Harrods department store; French luxury conglomerate LVMH Moet Hennessy Louis Vuitton and high-end American jeweler Tiffany.

Well, hello there, the worst-kept secret in tech. Apple's iPad mini is the company's newest device, a 7.9-inch tablet that's designed to go toe-to-toe with Google's Nexus 7. For now, it'll sit alongside the iPad 2 and fourth-generation iPad, and as it packs the same 1,024 x 768 display as the second-generation slate, apps will carry across without any resizing. While Phil Schiller didn't mention Google or the Nexus 7 by name, the rival slate (and Google's app library) was compared to the newest iOS device. On stage, he claimed that the screen, which is .9-inch larger than the Nexus 7, gives the iPad mini 35 percent more display area than Google and ASUS' collaboration.

On the hardware size, the 7.2mm thick, .68 pounds device has been manufactured with an "all new" process that gives it the same anodized edges as you'll find on the iPhone 5. If you were hoping for equal specifications to the big-daddy iPad, you may be mildly disappointed. While it will pack a 5-megapixel camera and an LTE modem (if you opt to buy a cellular model), it's running the last-generation A5 CPU. However, the slower internals and less potent display may account for how the company has been able to squeeze out a claimed 10 hours of use despite the constrained space for a battery. Pre-orders for the $329, 16GB WiFi-only model begin on Friday (October 26th) and will begin shipping on November 2nd. The cellular-equipped models will begin shipping a few weeks afterward on AT&T, Verizon and Sprint, with the 16GB base model costing $459, running all the way to $659 for the 64GB unit.

'Smells Like Teen Spirit' to be a CBS sitcom

Teen rebellion is coming to television, though it may not be quite how Nirvana might have imagined it.

The Hollywood Reporter is exclusively reporting that Dave Goetsch, the writer and executive producer of "The Big Bang Theory," has sold a sitcom titled "Smells Like Teen Spirit" -- the 1991 hit that launched the grunge band to stardom -- to CBS, which is also the home to "BBT." According to THR, "Teen Spirit" is a family comedy about an 18-year-old who gives up going to Harvard to kick off an Internet company in his '90s indie-rock parents'?garage. Like with "Big Bang," Goetsch will perform writing and producing duties.

Kurt Cobain's widow, Courtney Love, did not have a comment about the series, and Nirvana drummer Dave Grohl has not yet responded to a request for comment.

Britain's first 4G service to start at 36 pounds a month

LONDON (Reuters) - Mobile operator EE said Britain's first 4G service will cost from 36 pounds a month under a pricing strategy designed to lure smartphone customers to its superfast network before rivals are able to launch competing products.

Chief Executive Olaf Swantee said the company's tariffs, which range from 36 pounds for 500MB of data to 56 pounds for 8GB, were about 10-20 percent more than for equivalent 3G plans. He said it was a small premium to pay for up to five times faster connections.

He declined to say how many customers the group, owned by France Telecom and Deutsche Telekom, expected to switch to 4G, which launches in 10 cities on October 30.

But he said EE had decided not to price 4G at the high premium seen in some other European countries.

"Our business model is more built around a fast adoption of 4G services ... because of our whole tariffing structure and tariffing strategy and because the UK in general has a big appetite to move to new technologies," he told reporters.

EE, which leads the British market with about 27 million customers, is able to roll out 4G before its rivals because the regulator has allowed it to re-use existing spectrum.

Telefonica's O2, Vodafone and Three will have to wait until next year to obtain the spectrum they need for their own 4G offers.

Swantee said the new service had already attracted a lot of interest from corporate customers, which currently provide just 14 percent of the group's revenues.

"We have a big opportunity on the back of a better, stronger, bigger 3G network, and being the first with 4G to get us into some new large accounts," he said.

Companies wanted fast mobile broadband so they could offer video conferencing and other business applications to workers, he said.

EE, previously know as Everything Everywhere, said it was spending tens of millions of pounds on publicity for the launch, including a television campaign fronted by film star Kevin Bacon, that will first air during the "X-Factor" on November 3.

All of the 24-month price plans available to consumers include unlimited calls and texts, the company said, although none includes a free smartphone, a stance taken partly to reduce fraud rates.

In case you couldn't tell from that pirate / bandit / pimp / vampire pictured above, I sometimes have trouble making up my mind. It took me forever to decide what I wanted to be that Halloween -- figuring out what I wanted to be when I grew up has taken even longer.

It's strange to think that a few landmark tech purchases during my life helped make who I am today. Our family's first computer, the NES, a used DSLR -- just the simple act of bringing tech home and experimenting with it seemed to shape, reshape and re-reshape my projected career path.

The yoke of poverty proves an enduring burden in Feng Shui, Chinese director Wang Jing?s compassionate study of a working-class woman?s struggle to improve her status during the sharp economic rise of the 1990s. Stepping outside his social-issues wheelhouse with this piercing family drama, the director reveals a keen eye for high-stakes interpersonal conflict and the inner torment roiling within ordinary people.

Older audiences will appreciate the measured, conventional storytelling, elevated by a stunning central performance from veteran Beijing-born actress Yang Bingyan, who is rarely off-screen and convincingly roams the emotional gamut. Her devastating portrayal of a woman undone by a preoccupation with success makes this Mandarin-language production a solid booking for further Asia-centric festivals following its premiere in competition at the Tokyo International Film Festival.

With 2009?s Invisible Killer, a murder mystery highlighting the destructive power of the internet, and 2010?s Vegetate, which took a critical look at China?s pharmaceutical industry, Wang Jing has built a reputation for taking on pressing social issues. Condemnation of the wrenching social transformations which accompanied the country?s rapid economic growth is common among Chinese auteurs, but here it is used to background a drama that is resolutely individual in its focus.

Li Baoli (Yang) works as a shopkeeper?s helper in the heavily populated central Chinese city of Wuhan. She?s a tortured soul, racked by anguish and indeterminate rage, which manifests itself in torrents of abuse and scorn heaped upon her husband and her studious young son. In short, she?s a shrew.

She continues to berate her milquetoast husband Ma Xuewu (Jiao Gang) even as his steady job as a factory team leader provides them with the means to move into a well-appointed highrise apartment where, she is momentarily pleased to discover, they have the luxury of their own bathroom.

Wu Nan?s screenplay, based on a novel by Fang Fang, keeps Baoli?s inner dialogue from us so we are sometimes at as much of a loss to fathom her emotional thrashing about as her family and friends are. Making this protagonist sympathetic is a Herculean task, but Yang (Memory of Love, Close to Me) rises to the challenge, giving us glimpses of the panic behind her agitation and the steely determination she musters just to carry on.

Yang, de-glammed but still beautiful, carries her former dancer?s body clenched like a fist, her gait awkward with compressed fury. Jiao?s (Mao?s Last Dancer) considerable height seems diminished before her ? his bespectacled lightweight is not so much hen-pecked as clobbered into submission. He?s not a bad husband or father, he?s just not enough of anything for Baoli.

When Baoli?s unremitting spite drives Ma Xuewu into the arms of another woman ? and further, to a tragic end ? she barely falters, shouldering the breadwinning load in a way-too-literal metaphor as a yoke-bearer in the marketplace. ?The Yin flourishes when the Yang fails,? quips a friend and confidante, in one of many allusions to the current of gender politics coursing through the film. ?

Working to support her son and elderly mother-in-law, the hardscrabble existence and sense of purpose seem to agree with her. But still she?s earned no peace and struggles to make sense of the shambles her life has become, particularly when an ugly tussle with Jian Jian (Chen Gang), a streetwise acquaintance turned casual lover, jeopardizes her son?s all-important final exams.

Dimly lit interiors and overcast skies contribute to the downbeat mood, bleak as Liu Younian?s slate-grey cinematography. The film?s title refers to a superstitious friend?s explanation for Baoli?s woes. The new family home is located smack-bang on an intersection where seven roads converge: bad Feng Shui.

As his camera moves low through congested city streets teeming with battling humanity, Wang suggests something more pragmatic: for some unlucky souls life?s just full of pain.

THERE?S NO PRETENDING WHEN YOU EXPERIENCE CHALLENGING BEHAVIORS FROM YOUR CHILD?

Are you overwhelmed by the BIG behaviors that your child sometimes exhibits?? Pretend City is hosting our annual Symposium for parents this month where leading child development experts will share valuable insight as they deal with challenging behaviors.? We would love for you to join us on October 24, 2012 from 6:00pm ? 8:30pm.? Here are a few tips I can pass along which will give you a taste of what you will learn from the other parenting experts at the Symposium.

  1. When your child is acting out, remember to HALT.? H-A-L-T is an acronym for four important things to check out before you proceed.? Ask yourself, ?Is my child:

Hungry?

Angry?

Lonely (lonely applies to all big feelings like fear or uncertainty)?

Tired?

If you identify any of the above as true, you know where to begin to help alleviate the problem.? It?s a quick checklist to run through and may save you a whole lot of energy if you can take care of these items first before being sidetracked by their behavior.

  1. Check your expectations.? Is what you expect from your child realistic?? Understanding what is typical behavior for your child?s stage of development is critical in setting realistic expectations. For example, if you have a 2-year old and you expect them to sit quietly while you watch your TV program, it?s safe to say that your expectation is unrealistic.? When they are 5-years old, this expectation is more realistic as they can color or read or play quietly.? On the flip side, if you expect too little, that?s a problem as well.? Sometimes children act out because parents are too restrictive and don?t allow children to challenge themselves. A key rule of thumb is to never do for a child what they are capable of doing for themselves ? it sends a subtle message to them that you don?t believe that they are competent. The more you understand about what is developmentally appropriate for your child, the more you will set realistic expectations ? for your child and for yourself.
  1. Set reasonable limits and be as consistent as humanly possible.? Diversion and redirecting is a great way to move children away from a behavior that you want them to change.? Redirection is effective in some cases.? In others it is important to set reasonable limits for your child.? Setting reasonable limits helps children learn social norms and learn to manage their own behaviors.? If you are in a restaurant and your 4-year old starts throwing silverware, you need to set boundaries on what is proper behavior in public for them ? and remember to be as consistent as possible with the limits you set. Redirection is generally effective with infants and toddlers moving gradually into reasonable limit setting as children move toward their pre-school years.

Explain to your child why something is unacceptable, but don?t over explain.? One of the biggest problems I see today?s parents making ? and it seems to be on the increase, is that of over-explaining.? It almost seems as if parents are wanting their child to somehow validate that parents are doing the right thing by setting limits. While limit setting is not popular with your child, parents shouldn?t be seeking their child?s approval for the way they parent.? It is up to parents to learn about child development, set reasonable expectations, and do what is appropriate for their child in each new stage of their development.

Children often use challenging behaviors when they lack more appropriate behaviors or skills to accomplish the same goal or to communicate the message. During the Pretend City Symposium, our panel of experts will share ways to understand challenging behaviors and will discuss a range of helpful tips dealing with ages from birth to 10 years of age. ?     1 hour a day ? but i dont use this anymore as my main exercise i use the hill climb on the tredmill and burn? over 1000 cals in 40mins which is alot better than this machine for me anyways :) :) as i was only burning 500 each time i used it and took longer to lose weight

    I know you wrote this awhile ago. But, working out at home can help you to lose weight, tone, and build strength. I have lost 35lbs at home in less than 5 months. I do have the help of a treadmill, handheld weights and the internet at my home though. My main exercise is working out with Free Online exercise videos and walking. You have to have a lot of determination to pull off working out at home. My College? has a gym, so I willl start using that in a couple months. :)

    That is the? main reason I use an elliptical machine. I also read an article, from a dermatologist, that is better for you face skin. He said high recomendable to use an elliptical instead of running or jogging until we get a face bra.
